“Proposed Rules for Conceal and Carry”

– Those seeking a license to carry a concealed weapon under Wisconsin’s new law would have to complete four hours of training and pay a $50 fee, including $13 for a background check, under emergency rules from the Department of Justice.
The agency sent the rules to Gov. Scott Walker on Friday for his review as part of the administrative rules process. The new law is scheduled to take effect Nov. 1.
Walker spokesman Cullen Werwie said the guv’s office is reviewing the rules and had no immediate comment.
The rules propose asking the maximum fee allowed under the law of $37 with another $13 to cover background checks. DOJ spokeswoman Dana Brueck said the fee is needed to cover costs related to implementing law, but that it could be reduced in the future.
The rules also lay out a number of options for those seeking permits to meet the required four hours of firearm training:
*Training conducted by a national or state organization that certified firearms instructors or instructors certified by those organizations. The organizations must require at least eight hours of training for their instructors to qualify.
*Training led by a DOJ-certified instructor, following a training curriculum provided by the department.
*Hunter education programs offered by the Department of Natural Resources or equivalent programs in other states, countries or provinces.
*Public firearms training or safety courses offered by a law enforcement agency.
*Firearms safety courses offered by tech colleges, universities, or firearms training schools.
*Training courses offered to owners and employees of private detective and security agencies licensed by the department of safety and professional services.
*Training offered to law enforcement officers certified by the law enforcement standards board.
Members of the U.S. military may also obtain a license by providing proof of an honorable discharge and completion of basic training. The rules also recognize out-of-state licenses from other states that require background checks on applicants.
